The unbendable label

I'm having difficulty with a simple flatten operation for this label. I've tried all of the relevant surface and sheet metal functions that I can think of, but nothing is working. Can anyone help and/or explain why Pro/E is struggling to flatten this geometry? Normally I don't have to give a second thought to these operations.

I don't know that you will be able to get this to flatten.

This isn't a straight curve or bend. It has different loft in different areas. There is no flat surface to have as your driving surface.
