Actually if you have a PDF of a drawing in some other CAD format, you can
bring the PDF into Adobe Illustrator, which puts it into a vector based
format. Then I export it as a DWG which can be used in a sketch
(sketch>date from file) or in a drawing, (insert>shared date>from file).
Don't know if this is the best way & it ain't pretty, but it works for me.

Ray,
Depending on how the file was created, I have been able to convert drawings
and schematics with text into Pro-E by converting the pdf to a dxf in
GSView, a ghostscript interface, then import the dxf into Pro-E. If the
original pdf was made from a vector based drawing program, you can bring it
into Pro-E.

I typically use IGES to bring it in as a datum curve feature that I reference to build features from.
