Volume regions must have an external surface?

Creo3.0 M030

Anyone come across this?

Attached model contains 2 volume regions.

Volume Region 1 works fine and has an external surface.

If I try and bury it (resume extrude 2) the volume region fails.

Volume Region 2 is created in the middle (no external surfaces). It fails.

I have yet to check in earlier versions.

However, I can bury it by assembling another component to cover the exposed face.

Is this behaviour correct?

Completely buried volume regions don't work in Wildfire4.0 M150 either.
