When creating a custom button in the UI for say a mapkey you can modify
the button image. When you do so PTC only gives you 16 colors to choose
from yet the standard buttons that they provide have a much larger
pallet than those 16 colors. Does anyone know how to get more colors?

I know you can copy and paste other button images but I want to create
my own from scratch.

In the config.win and the new customization.ui those buttons are stored
as plain text so I would think if you can figure out the logic behind
the block of numbers that represent each custom button you could add
your own custom colors.

FYI - for future reference you can create a 16 x 16 pixel image in MS
paint, Gimp, etc and copy paste it as a button image in Pro/E (Creo).
