dimension to circle

I am doing some dimensions between circles in Creo.

After selecting the circle I get a menu where I can select center or tangent.

The problem is that this menu appears randomly as it seems.

Sometimes I only get this meny for one of the circles and sometimes for both.

The problem is that I don´t know wether it is the first or the second circle option it asks for.

Or am I missing something?

If you look carefully, Creo 2.0 actually highlights the arc it is considering for tangency.

If you pick an endpoint (vertex), it will not ask about tangency.

Yes, You are right.

I can see it, but it should have been much better highlighted.
