We are more about how to interface with Creo software and not so much focused on manufacturing processes.
However, we do take stabs at things interesting. What is interesting here is that reflectors like this. They require some level of engineering to make sure you get the pattern you want. I have done some simulations but it really is an art left for the professionals.
As for the shiny plating, this is typically a coating process. You might try Google "reflector plating".
