Hi,
I guess you have to convert DTL to IGES using some application (FreeCAD ?) and then import IGES into Creo.

stl file format is supported in Creo but it is likely that a point cloud will be created in Creo.
If you mean by "import" to create actual surfaces out of stl then you might be interested in Reverse Engineering extension Restyle tool.
