Using WF4 w/0 Mehcanism

Is it possible to get a stearing system to move by dragging the tire without using mechanism?

It´s possible

If that you want is a linkage mechanism for stearing (pin joints), you can assembly, leaving unpacked the parts; If you have a shaft and wheel, you only assembly two constraints, by axis and mate/align, with only this, the two components leave with rotation freedom and can be dragged.

I don´t know for ball joints.
