license server machine is down or not responding.
it is working for other workers on their accounts but not for one worker

In our company few users were getting the below error while trying to open Pro/E Wildfire 5.
The issue was the server was getting pinged by its IP only and not by its hostname and it was resolved while the client system was able to ping the server system both by its IP and hostname. Alternatively hostname can be added into hosts file as well.
