Is there any option to open / import pdf file into Isodraw CAD Process 7.3?

normally it works proper. Use just Drag'n'Drop.
It depends also on the kind of pdf. Doesn't work with secured documents. Just try it out ...
I am not following you here, what is drag n drop?
