cross reference fails in prod

Ok folks,

I need help with a head-scratcher.

In my FOSI on Arbortext 6.0 m090, I generate a link to the title wrapper of
a generated table when conditions are Just Right. In a recent update to my
FOSI I changed from an older link tag we are deprecating to a newer one.
This all works just dandy in DEV but in PROD (which should be the same), I
am not getting a link.

During the update I made changes to the DTD (needed a new link_type on the
newer link element) and, of course, to the stylesheet so the FOSI called in
the new link element, not the older one.

If I use my DEV Editor instance and publish to my DEV PE instance. It works.
If I use my PROD Editor instance and publish to my PROD PE instance. It
fails.
If I use my PROD Editor instance and publish to my DEV PE instance. It
works.
If I use my DEV Editor instance and publish to my PROD PE instance. It
fails.

I have rebooted the PROD server.

What the heck am I not thinking about that maybe I need to change?

I have DIFed the FOSIs, DTDs, re-re-reposted both, reloaded processes
(f=init), restarted Tomcat, and, as I said, rebooted the whole PROD server.

Gah! It's killing me.

That last, by the way, is savetexted into a variable that is used later.

Again ... it all works as designed/expected in DEV.

I was really hoping that typing this all up would clear some age-induced
cobweb from my brain, but ... no go.

Any thoughts?

P.S. My PTC notifications from today included the FOSI change in status
information. For what it's worth.
