General Plugin Development

Is there a way that I can develop against a Codebeamer Server that is meant only for 3rd party developers ? I think there is a plugin that would be worthwhile to add yet I don't have a Codebeamer Environment to develop against. 

Maybe this could be a general thing for any 3rd party developer to develop against while their plugin is in the "development" phase ?
