According to PTC, there's a limit of 72 lines per embedded spreadsheet. See

However, we have a spreadsheet that we cannot get any longer than 65 lines,
no matter what we try. We need to get this spreadsheet to 70 lines. To add
to the confusion, we have some embedded spreadsheets that are 70 lines long,
BUT they were done pre-Wildfire. I even took this sheet that has 70 lines
in it, and tried replacing all of the lines with my new lines, and the total
length is automatically truncated to 65.
Has anyone ran into this, and is there some way to get the 72 line limit???
I don't even want 72 lines. I ONLY want 70!!!
