there is actually a get started with toolkit pdf available from ptc tech support that will easily prove what you're trying to do. if you install creo, it comes with a test_install base app which you can use as your basic pattern to prove you have all the compiler stuff squared away.
i was suprised to see creo 2 being referenced in the make, i think you had to dig out a 2010 version of visual studio to compile to that platform and we're on creo 4 now
