WF5 32bit application using Pro/Toolkit API

We have a 32bit application that uses the Protoolkit API. We are trying to run this as a 32bit application on a Win7 64bit machine. No matter how we compile the application it always wants to load Protoolkit as 64bit. Why is that? Is it possible to run a protoolkit application as 32bit app on a 64bit machine? We have already installed the 32bit version of WF5 M080 on the Win7 64bit system.

Thanks for any advice or references to existing posts/documents.
