keep balloons when changing format of drawing

If you mean ballon around text, then this ballon does not change its size with the drawing scale.
Its size has nothing to do with the format as long as the scale remains unchanged.

Surely I do not know about balloons/drawing format on Drafting.
Maybe are you talking about Modeling/Annotation, or Creo Parametric?

If the table that you create balloons from is part of your drawing format, you will lose your balloons when changing formats. One way to prevent this is to separate the table from the format. This means you'll have to manually add the table or automate the process but you will maintain balloons when swapping formats.

that's horrible idea
time to make it works without loosing balloons we are in 21 century and PTC is still in 19 th to compare with other programs
