From a few days I am unable to access PTC site when I ask to request an activation key, either for version 8.0 or version 9.0 (I installed just yerterday for trying to solve this problem !). I am falling always on this site error :
What can I do ?
Yersterday electric outage stops my computer and I lost access to works in progress !
Help me please.

The community is users. and some PTC employees, helping other users solving issues with using the PTC software products. We are not able to help with connectivity issues to PTC servers or licensing issues. Please contact PTC directly by opening a help desk issue or contacting your local VAR.

This will be a short contact, because the answer will be "no".
In this post of Bernard 'DME'  is an acronym for Direct Modeling Express.
Since we talking about  PTC Creo Elements/Direct Modeling Express which is a free version of Creo Elements/Direct Modeling, the popular 3D CAD choice for leaders in product design. there is no PTC support for it at all. 
Even when you do have an ongoing contract for the 'professional license' in parallel, PTC Support will reject support for the Express version. Same is valid for any VAR, I assume. (local or global)
Your stumbled in a problem as few (hundred?) other people as well.
