I've searched the other threads and most of them contain something about being on "maintenance", I don't really understand what that is or if I have access to it. I've tried upgrading my account but it was not sucessful. Basically I will soon lose access to the computer that I installed Prime 3.1 student license on and will have a work computer that I want to install it on.
How do I do that?

I suspect that the "student licence" ... "work computer" bit may have a slight influence on whether the licence is valid anyway.

No doubt. But sometimes the user got the license from PTC themselves, in which case, in principle, they just need to manage the license and move it to a new PC. I think student licenses might be restricted in that respect though. Other times, the user gets the license from the college, who were the ones that actually paid for Mathcad. In which case I very much doubt there is any way to get the license moved to a work PC.
I bought the license when I was a student. Does me not being a student mean that I can no longer have access to the software that I paid for? The license says "perpetual", clearly no one is a perpetual student so I did not conclude that PTC would punish me for graduating my program and going to work where I'll want to continue using the software that I bought.
A standard license can be moved to a new PC. As I said, I think there are restrictions on a student license, but I am not sure exactly what they are. To move your license, if that's possible, you need to log in to your PTC account and go to license management (I forget the details, because I haven't done it in a while).
The license you have is perpetual. It will never expire on the PC you installed it on. That does not mean that you have an unlimited number of installs though, or that PTC will support the licensing of a particular version forever (they shut down licensing for several older versions in April).
Thanks, I'm going to read the 2.5 page perpetual license terms and see what I can find. If nothing else, hopefully I can at least transfer this program to a new personal computer as I use the program for hobbies and other personal use and my current computer is dying a slow death and is in desperate need of an upgrade.

What insinuation? I was merely pointing out that there might be a conflict between having a student licence and installing it on a "work" computer. I based this comment on the content of the PTC Student Edition purchase webpage. I believe "perpetual" merely refers to a class of licence that doesn't require an (annual) maintenance contract renewal to continue using it. Of course, your licence may differ. Have you read it?

When I bought the software I followed all of the appropriate steps to license and activate the software. Can I just repeat this process on a new computer?

PTC have an annual paid support policy that they call "maintenance". You upgrade your account by paying PTC, but it's not cheap (for an individual). Speak to you IT Department to see if Mathcad is a company supported application. If it isn't, try and persuade your new manager to purchase a new licence.

1. To transfer the license to a new computer, you must use the option "Reconfigure Software Licenses" on PTC's site, here: https://support.ptc.com/appserver/lm/rsl/reconfig.jsp
2. Also you can request PTC academic program support by submiting your request: Academic Case Logger
