1.) GERMAN language is not installed by default, you have to click Configure button (in installer window) and select requested languages in dialog box
2.) Creo inherits language setting from Windows environment, sometimes it is necessary to modify parametric.psf file to set requested language. In your case it is necessary to add following line at the end of the file:
ENV=PRO_LANG=german
