quality agent error code - suggested fix doesn't work

quality agent error code - suggested fix doesn't work

I get error code 0x00000013 when attempting to run Creo 2 with a student edition license.  I tried the quality agent fix suggested in this site and it did not fix the problem.  Any help would be appreciated.  Colleen
