I updated a FOSI that has worked for many years with a few new attribute values. It work fine on one PC, but another user is getting [A12199] couldn't open "external-packetid.exp" for write when he selects an attribute. Any ideas?

That's hard to say based on the little you've said here. Was the other PC working before the change? How may ways do the two machines differ?

Thanks, Liz, for your reply. The PC with the error was working fine until I put up the modified FOSI and DTD on my user's PC. The changes were trivial--I just added/slightly changed the content of a few attributes for an existing element. I also put the modified FOSI and DTD on one of my PCs and it worked fine. OS and Arbortext version are the same. Interesting note: Despite the error message, the action (selecting an attribute) was completed successfully.

That's pretty typical. It was a warning not an error.
If you still want to track it down, call PTC Support. They can help diagnose the situation. You can use your support call for questions as much as bug reporting. That's what you pay maintenance for.
