Similar issue here, if my internet drops and creo loses its license, it seems to hang for 3 or 4 seconds every minute or so thereafter, even if it finds the license again.
Restarting creo "fixes" the issue, it's as if the license checking timer changes frequency once it's lost the license once in a session.
Edit to add; we're on floating licences on an AWS server, but not connected via a VPN.
