Drawing Bolt Axis Issues

OK, working in WIldfire 5 M060 and I have a user that has a flange with a bolt circle (which is actually a slot in a bolt circle pattern). He has copied from old parts and drawings and is creating new assemblies. Now keep in mind, all these assemblies are referencing the exact same flange. When he pulls up about half the drawings, he is able to show the axes and they are in the "thru center axis" rotation and he gets the bolt circle axis he should. But, in the other half, when he shows the axes, all the axes are in (for lack of words) horizontal/vetrtical position and does not give him the bolt circle. These are the same flange in all the drawings. I made sure the show_axes_for_extr_arcs set to YES in the config, as well as the radial_pattern_axis_circle is set to YES in the drawing options file. In the past these two options seemed to have worked, but this issues has not surfaced in years. This is not the case currently and the only thing I can think of is that it is a M060 issue. I don't know what else to look for. Help is very needed at this point. Thanks all.
