Am I safe in assuming that you are using Windows 10? It's a common problem with Creo & Windows 10.
Windows 10 is not yet supported by any release of Creo, but check this thread for how to make the scroll work again.

Yeah I'm using Windows 10, sorry I was quite frustrated. My mental health isn't 100% lol
