I get this "conflicts" message everytime I try to start this assembly.
I don't know what "cannot be propagated to..." means.
What I would like is, maybe, a config option to turn the stupid messages off or bypass it altogether.

I assume you actually mean "save this assembly" instead of "start this assembly"

It looks like this assembly has designated parameters that are not defined in Windchill. Simply undesignate these parameters. A "designated" parameter expects to have a corresponding Windchill parameter that will be changed when you modify the parameter in Pro/Engineer or the opposite (change param value in Windchill changes value in Pro/Engineer).
