I am seeing this same behavior with the defaultMapicon on the google maps widget.  I have created a new user group and added it to a global group and organization that has visibility and Run Time access to the Google Map Thing.  I did not actually see a resolution even though it states it is solved.

My first thought would be to grant visibility rights to all Media Entities

also make sure that there are permissions to GetAllStyle/State/Theme definitions
