Yes, the PTC Navigate extension is for ThingWorx version 7.1.0 and newer, and the ThingWorx Utilities extension is versioned to line up with the Platform version, so just make sure to download ThingWorx Utilities 7.1. Both of these extensions are compatible with the neo4j installation.
