While Installing PTC Navigate Framework Extension, I am getting this error.

The best way to start troubleshooting this sort of installation errors is by checking the compatibility matrix.

Could you please provide your versions of java, tomcat, Thingworx platforn, Thingworx utilities, Navigate? ALso ensure it's matching the Windchill matrix.
