The attached document describes the Installing pingfederate, in which procedure for installation is not available but steps for deployment of licence file is available.

This is an area where the documentation is truly horrific. If you try calling support they'll simply say that the documentation is still being updated. Good luck getting this to work right now, until someone from PTC publishes a step-by0-step write up on how to get this working in both SSL/non-SSL environments.
