Have you try to set ACL Rule to absolutely deny "change identity" to the specific user?
I haven't tested it but it can help.

You can try this "Save As" preference at site/org level and change these values. This preference has many options that you try. Please perform it in Dev environment and test all use cases.
I just guess that he needs to restrict the changeing new number from "generated" to another one to a specific user.
This preference does not do that.
