There is an RBInfo file for this: wt\access\AccessPermissionRB.RB.ser
Hit "send" too early. These are all the defined keys. Maybe those numbers were used ~25 years ago and later deprecated, but they are not used today.
OK, can you get to that via the interface?
And it looks like you don't have 3 or 4. I assume they were previous version of windchill.
From a Windchill shell, use enumcustomize and browse to wt\access\AccessPermissionsRB.RB.ser
