I am trying to use the Maximum Database Function in Report builder to get the highest revision and version, as mentioned in this support article: https://www.ptc.com/en/support/article/CS27872
The function does not show in the list of available functions for me. Our System admins can see all of the functions and use them but I can not as an Org Admin or Product Manager, I see only a subset of the functions. I also can't successfully run a report that the admin used the Maximum function on.
The windchill help center pages mention all the available functions (https://support.ptc.com/help/windchill/r12.1.2.0/en/#page/Windchill_Help_Center/querybuilder/QBSelectOrConstrainDatabaseFunction.html#) and i do see some of them, just not all of them and i haven't found mention anywhere that these can be restricted based on role or access control rules.
I've searched around on the topic a bit, but have not found much info on this issue.

So its a hardcoded restriction that couldn't be modified other than granting Site Administrator access to the user creating the report?

This issue has 2 parts:
1. Creating report templates
2. Using report templates.
I can't really help you with 1st part. You can try creating report templates on a test server, where you can give more people admin rights.
With using reports like this - there is a workaround. You can add new reports to the list of the OOTB templates and Windchill won't check if users have rights to use them.
You can find this list 'OOTB_ReportTemplates_advanced.xml' in '\codebase\registry\wt\query\template\' folder.

I used option 1 among the solutions proposed by PTC.
Instead of entering each individual report into the list, simply create a new site-level group and enter the users who need to see or edit the report.
