Dassault is very restrictive in their license agreements about services based on CATIA Application API (CAA). I doubt that someone will speak up here.
In the past, Dassault also offered 'rental' licenses, e.g. for 6 months or so. Perhaps that fit your price point better. But keep in mind that abstraction libraries need to be rebuilt when moving to a different CATIA release or CATIA work group manager version.
