In the query builder reports, the link is built by the xsl converter when it sees the base object, probably using a value passed behind the scene by the Query Builder. If you go to cognos without using the xsl converter, the URL is not built, or maybe cognos ignores the that holds the URL. The actual value of the field is the problem report number. This is why the link is notbuilt properlyin cognos : it adds the problem number instead of the OID.
To build the URL, you have to pass the OID from "Persist Info.Object Identifier.Id" instead of the object number.
