What tool on the PTC portfolio should be used for converting technical documents, both PDFs, Word and Excel format, to a readable document with bookmarks?

You can use the document worker as part of the WVS services as a method. Each time an Office document is checked in, its published to PDF as a representation with a thumbnail, similar to how CAD data is published.
