Try using the command line utility. You can delete items out of the queue more easily using this than you can through the Windchill UI for queues. See PTC article on how to use it:

This is a typical problem with the WVS publish queues as the Windchill queue waits for an external event (the CADworker), and if this communication is missed the job and the queue get stuck.
