How do you control the ACL for an annotation in Windchill

I want certain users to be able to see the default representation of an object in Windchill but not a saved annotation set with markup comments.  What do I need to use in the ACL to achieve this?  I'm on Windchill 11.1.

First thought would be to check the Policy admin.  I see there is the "Annotation Set" you can add a policy for but there isn't one for "Representation".  So maybe the "Rep" can be seen by everyone as a default but you set a policy on "Annotation Set".

Policies on Representation can be set using "Derived Image" however this will affect ALL Reps not just the default Rep.  There is no OOTB way to limit it to just the default Rep.

Markups can be controlled using "Markup"
