Issue creating a HTML representation of a DMC

When trying to create a HTML representation of a DMC in Windchill, I encounter an error that said "data marked not to be published or not published due to filter".  the Issue number is 001 and the In Work number is 001 and the State in in work in progress. Greatly appreciated if someone can provide the cause of the error and ways to resolve it.
