Limit Sub-Type of Problem Report to certain contexts only

Hey gang,

I have a scenario where we want to softype the Problem Report, and only allow certain users to use the soft type.
I was thinking I would do this by context and context team.
I do not see a way to have context based-soft types, is it possible?
Do you have another method by which to achieve my requirement?

We do this in our Product template. We define the soft type and only add the ability to create the soft type to a certain team role.
