Sequence on Implementation Plan not triggering workflow task

Version: Windchill 12.1

Use Case: These CA's are automatically created from a template, where the sequence is mentioned. IT is taking the sequence numbers and updating the plan, but not moving further in the workflow. the status says Scheduled but it is never ready and not triggering task for next CA in Sequence

Description:

The ChangeActivity tasks are created, and the Sequence is present.It should create a workflow task for sequence 1 but they're all stuck at OPEN state and not moving further in the workflow.

The most important thing is how the workflow is designed? For ChangeNotice also for Activity. 

There is a workflow point where the activities waiting to be run based on the CN state. (synchronization robot)

I can see that first activity has not the sequence, and is finished and in this point I believe that the workflow just is finished or waiting for state change to implementation when the activity are run.

Check the workflow logic and you could find there are some setting gap
