Stop Workspace Creation in a Library

Is it possible to stop users creating a workspace (ProE) in s specific library. I have a standards library that every now and then users create workspaces in when they shouldn't as they only have read only access to that library. What I would like to do is stop them creating workspaces in that library

Have you tried making those users members of the out of the box Guest
role, instead of an actual, full "member" of the library?

I think a "Guest" cannot make a workspace - they have less default
priviledges than a full "member" who plays any other role in a context
team.
