Users Getting Error When Trying to Open Windchill

I am using Windchill Aerospace & Defense Release 11.0 and Datecode with CPS M030

Hello we are getting an error message when trying to launch Windchill "Windchill Error. Contact your administrator for assistance. Information for their reference follows."

What is the "Information for their reference follow" ?
