WC 10.1 Promo workflows

Promotion Requests seem to be the current them, so let me ask this one I'm having trouble with PTC TS on figuring out.

Specifically, on 10.1 M040 the workflows are not resolving the roles.

My Promotion Request Activities assign to a use custom role (ex.Sourcing) I created in RolesRB and are populated by the context team roles of the same name.
In 9.1, 10.0 these have worked fine.
In my 10.1 DEV environment, they do not resolve the roles.
I had a similar problem with Change Requests, and added my custom role using the Utilities-Team Administrator, this is not solving the issue for my Promotion Request roles.

Any ideas?

Resolved.
PTC TS (level 2) got it!
There is a preference FIXED ROLES FOR PROMOTE, which I do not have set in 9.1 or 10.0, but 10.1 wants it set using the role keys, (...Windchill_10.0\Windchill\wtCustom\wt\project\RoleRB.rbInfo)

FYI, We are running 9.1 m060. Ours is set at the Org level to: APPROVER=PROMOTION APPROVERS|REVIEWER=PROMOTION REVIEWERS
