If this is for all documents, maybe a specific type of documents of that
type, and you would always want that notification, then Notification
Policies are an option. Downside to a Notification Policy is an Admin
would have to delete the Notification, the recipient of the Notification
couldn't "opt-out"
If it's only for specific documents then subscriptions may fit, plus you
have the ability to cancel a subscription.
You could create a custom report that just showed the Checked-Out
documents. Through the use of Cognos, you could schedule that report to be
run/delivered say once a day.
