What permission would allow one user to reassign another user's task?

What permissions will allow one user to reassign another user's promotion approval task to a third user?

Currently this can be done by a user in the product manager team role. I need to give a user this permission without giving them all the other permissions provided by the product manager role.

I put a call in on this a while back. Person has to be manager of the context or admin. Applies for all types of assignments.
