It is listed under each version of Windchill in the download pages, PTC Solution Installer <version>.
What version are you trying to download?
Also take note that the CPS updates have PSI's sometimes in them as well. You'll want to run that one if you are starting from a higher CPS update number.
13 does not have any yet.
Thanks for the quick response. Here is what we see under our entitlements. Don't see anything for the Solution Installer (even under each of the components). We are interested in 12.1.x.x.
I don't see any 12.1 or 13.0 in your list. Are you still licensed for those releases?
For me, I would open the PTC Windchill PDMLink 12.0 and that would get me this list:
Yeah, I think we need to circle back and verify the entitlements we have been assigned. Here's what we see under the PTC Windchill PDMLink 12.0 ... which is the same for each node ... no solution installer anywhere ...

Good point,
Do not use the "download software by SON" it does not contains all available software for your company and also others staff ..
as @avillanueva mentioned use the Order or Download Software Updates

Our listing under the "Order or Download Software Updates" is displayed as:
When we click on any of these, we see version trees ... (eg: WINDCHILL ENTERPRISE INTEGRATION)
No Solution installer in any of these. Our sales order confirming our entitlements was pages and pages long .... and certainly contains entitlement to stand up a development windchill instance.
Any pointers on where to start with an official support request to PTC would be great. Thanks for all the help thus far, greatly appreciated.

The Windchill Enterprise Integration does not have the solution installer on the page where you are looking at.
Use a Windchill PDMLink instead there is the solution installer
