We moved from PDM Essenials 11.1 M020 to PDM Link 11.1. M020
When admins log in they are able to see data thru the browser /creo application
If someone logs in as a regular user they are unable to see any data in their site/org
any insghts on this please

The issue was we did not add the "authors license" . It resolved once we added this. Back on feet

If you upgrade from Essentials then the case would be ACL rules. The Windchill Essential has different setting of ACL and use shared teams.
I would focus to the ACL and redesign them.
for example an access is explicitly deny if is not allowed (WTObject read ACL is deny) . In standard Windchill nothing is deny but the user does not have access if it is not allowed.
It is different if more roles are used and the ACL are counted together.
