I am installed Windchill server when the http service part of the following error arrives

Do you have antivirus running? I have seen Symantec block rotatelogs.exe before.
Hello, there is no antivirus on the machine.
What do the apache logs say? Does the Windows event viewer show Apache dying?
And print that this ia has nothing left
