Worker ftp error

Setting up a new worker on windows 7.
I'm getting this error. "Problem deleting all files via ftp sun.net.ftp.FtpLoginException: Not logged in"

A command line:
ftp <server name=">
Results in:
Access is denied

Any ideas?

I've enabled IIS & Telnet on the worker
I can telnet from worker to server and vice/versa
Log files show that the worker process starts ok
Log files show that the connection to the server is established

In comparing the new worker with an older one that works, I found I'd forgotten to set the FTP Authorization Rules.

That solved the log in problem, but now I have another problem:
Problem deleting all files via ftp java.io.FileNotFoundException: CWD /cad_viewables: 550 Cannot create a file when that file already exist.

The thing is the folder is empty, there are no files in it???????????
