Currently I see no clear way to prevent users from creating duplicate library objects i.e. formats, once created and used they are not eligable to be deleted because of the referential error to the drawing, sometimes hardware is duplicated and now exist in the DB with the default _ suffix. There should be a way to prevent this action, maybe by folder or library, just being at Released state does not prevent it.
